VCD on DVD?

I have a number of music videos I would like to put on DVD. I've created VCD's many times in the past, but would rather put them on a DVD, due to the increased capacity. They are all .mpg files, primarily in VCD resolution. Will all the videos need to be re-encoded? If so, what program do you recommend and for authoring? Or is it just too much of a pain in the a$$ and just stick w/ VCD's?
