VCD is jumpy/laggy

i'm getting this problem with VCD and SVCD: the movie will play fine for about 30 seconds, then speed up for one or two seconds, and then lag for half a second to catch back up. It only happens on SOME movies, not all... but its very annoying!

i'm pretty sure its not a bitrate problem, because vcd's at CBR 1150kbps AND svcd's at VBR 2100kb/sec max 2500 both have this problem.

I'm especially having problems with Black Hawk Down.

any ideas?

P.S. i just burned the same file at 1x and it didn't help.
