It won't be clocked that high. They'll clock it so that it performs right between the 780 and 780Ti at first and so they can also claim a really low TDP. It will probably catch up with drivers, and it will probably overclock a bit better if the 750 is any indication, but they'll probably wait until the 780 Ti is discontinued before that happens. Also, the 780Ti will likely be better for higher resolutions either way.
I think they're playing the same game as AMD here. By not giving it a "Ti" designation, we should not expect it to be their best GPU. I wouldn't be surprised to see a 980 Ti at somepoint though, as this one is rumored to have around 2560 cuda cores. I just don't see why they would undercut their best card, when it's still selling and AMD has not dethroned it. I won't be ditching my 780's until someone releases a single GPU card that is comparable in performance.
