VBR MP3 - Sounds strange?

I bought an album from Amazon that was encoded in VBR. It's pretty strange that when I'm listening to it on a computer (through iTunes, WMP, or Winamp) I can hear the bitrate changing. It almost seems like the volume goes up and down with the bitrate. It sounds fine when listening to it on my iPhone. Is this a typical VBR issue, or could it be related to my OS (Windows Server 2008 R2) or a poorly encoded MP3?
 
What are you listening on? Headphones? What model?

I ask because I use sony 7506 which are pro-level monitoring headphones and I can hear all kinds of garbage out of the computer that I just chalk up to bad EMI shielding of the computer. For example if I roll the mouse wheel I hear an atari-like clicking sound in the cans..
