varying volumes between os'es

i have a dual boot with win2k and win xp...i just got a turtle beach santa cruz sound card and i find that the volumes between the two differ drasticaly...on win2k with the settings not maxed out i get a relatively loud sound whereas with maxed out volumes in winxp they sound much softer compared to win2k...is this normal?
