Varying Clock Speed

I am starting to overclock my CPU (E6550) and I seem to have it stable at 3.0Ghz (7x429), but I noticed in Core Temp that the multiplier will switch between 6x and 7x. Is this supposed to happen? It only seems to happen under no load.
 
You can turn that feature off if you want, but as long as your overclock is stable there's no real reason to. I leave it on.
