Vantec not so good power supplies, or just overloaded?

I've got a Vantec Stealth 520Watt PSU...

I installed SiSoft Sandra today, and checked out my power ratings because I've noticed one or two of my LED fans flickering...

Well, to cut a long story short, my +5v line is suck firmly on only +4.78V, although all the other voltages seem respectable and consistent to what they should be.

My Question:
Is my PSU a dud, and should I really just give up on it and go and buy a brand new 650W dual-rail enermax PSUs to get prepared for these dual-rail requiring, power guzzling, graphics cards like the 6800?
 
Most PSU's are guarunteed with tolerances of 5% i think although some guaruntee 1 or 2% only.

My Thermaltake 420W... ive never seen put over 12V on my 12V rail, its usually 11.98V. I wouldnt say your PSU is dud and I wouldnt go and buy something like that monster you mentioned.
 
If that value is the true value, it's barely within the 5% limit. I would first test for stability with prime95, superpi, 3dmark and see what happens. If it's fine running those for a day or too then its probably alright. More important is to look the fluctuations with the rails as well.
 
One way to find out if you are overloading is to disconnect some of the loads related to the 5V rail. The 5V rail provides power to all of the solid states circuits while the 12V provides power to all motors, fan, drive, etc. Technically, if you disconnect all of the drives except for the hdd, only the mobo and the video card will be using the 5V rail. Most of the time the video card (depending on model) can suck up a lot of juice from the 5V rail. Anyways, start with the drives being disconnected and see if your 5V rail goes up. If it does then it must be overloaded. If not then the PSU is just that, putting out less 5V. I wouldn't worry about it unless you start experiencing instabilities. 520W of power is a lot!
