I purchased this product, and I immediately notice this "winding up" type sound. the noise seems to be generated from the card itself and not the fans. I know that when I put the card on the lowest setting, the winding sound is more than if I put the speed on slightly above the lowest.

and it mentions something about Pulse Width Modulation. Is this what I am hearing? If so, anything I can do about it? Would I be able to 7-volt it to any use?
