Question UWP (Microsoft Store) Apps and Assigning Permanent CPU Affinities Through Desktop Shortcuts

I noticed that when I disable core 0 and 1 through the Task Manager for Forza Motorsport 7 on PC, most of the stuttering that I've been experiencing in this game went away. I don't see a way that I can add a permanent CPU affinity command in the Forza Motorsport 7 shortcut I added to my desktop so that I can have the CPU affinity setting permanent for this game instead of going to the Task Manager each time I play the game. What I want to do is have a permanent setting assigned to this game that will disable core 0 and 1 (1st physical core of my i7-4930k). Can I create a batch file to a desktop shortcut to accomplish this or is there a special way to do it for UWP (Microsoft Store) apps which include Forza Motorsport 7?
