UVD clocks taking priority over 3D clocks - 5850

Currently when running a 3D game the clocks on my 5850 go to 725MHz. If I try to then watch TV on 7MC at the same time, the clocks downclock to 400MHz. Closing 7MC and the clocks increase back to 725. The same happens on my 5770. 11.1, 10.12, and 10.11 exhibit this behavior for sure. This behavior did not used to occur with the exact same hardware, though I cannot recall which driver version it seemed to happen.

Any thoughts?

(shameless) bump

It's a big enough issue to me to switch to Nvidia, assuming their cards don't exhibit the same behavior.
