uTorrent brings my internet to a screeching halt

i would consider myself pretty good at getting torrents to work correctly. i used to get ridiculous download speeds. a lot of the times over 1000k a second. now when i load utorrent the downloads are slow and browsing becomes almost impossible while its running. i have the upload capped, the ports forwarded, tcp/ip hacked. there is nothing actually wrong with the internet connection. i can download normal stuff just fine. any ideas?
 
My guess is your ISP is throttling your bandwidth when it detects torrent packets. I'm not sure how they do it, but it sure seems like some of them do.
 
Don't know anything about your particular ISP.

There are a couple of settings you should check out in utorrent.

Under 'connection', check everything in the 'Listening Port' area.

Under 'bittorrent', enable protocol encryption.
