I've got a network I'd like to add a Belkin Pre-N router to, but I don't want/need any routing done by the unit, I just want it to act like a dedicated access point. Is this possible?

Disable DHCP and bypass the WAN port. Ta-da! You have an AP/LAN Switch. Just uplink a port on the switch. If the ports are not autosensing then you would have to use a Crossover cable or equivalent.

In addtion, if the two Routers are not configured to the same IP range the second Router's IP need to be change to match the first Router.

Yeah, it will need an IP for any configuration views/changes. Security measures, Access Logs etc...

If you don't have any security on your WLAN or have a need to look at the admin pages then it doesn't need an IP. It might cause an IP conflict however if it has the same LAN IP as the parent AP.
