Utility to "clean up" dirty, distorted MP3's

Anyone know of a good utility that will help to clean distortion and other "dirty" apects of MP3's?

i think there are some that get rid of extreme errors, but i don't thinku can make anything good outa a crapped mp3.

there was a program called uncook that would take the pops out of mp3 music...though that was a while ago.

There's no plugin or tool of any kind that can remove distortion from an mp3. Or wave file or any other kind of file, for that matter. By distortion I mean "grittiness", "swishing", and other mp3-type artifacts. Clicks and pops can be easily removed with a .wav editor, hiss can be mostly removed with some special tools, but distortion you are stuck with.
