There is a 'AllowD3D10=True' variable in the ini file- I assumed that it was indeed active. How can it be confirmed that there is no DX10 support?

Maybe cause the HD 3850 is a whole 2 generations ahead of the X1900XTX and is a much faster card that allows better framerates and higher settings?

Not to mention better Image Quality?

No. I built the HD3850 system for my friend and I played the Ut3 demo under Vista on max settings and it look extremely good, smashed XP.
I play it on my comp with the X1900XTX with all the settings on max, and it doesn't look close to waht I saw with the 3850
