It worked fine for me on Win7 & i don't have UT2003.
Or as myself & Barfo mentioned, you can extract the contents of the .exe using WinRAR, etc.

Barfo: I'll still try WinRAR on the .exe, for the fun of it -- I completely forgot about that. Only tried WinZip this morning, which wouldn't open the .exe.
Shorty: I dug deeper into my old archives of patches today, and at one time there was a Zip of this -- it was the beta version. I probably got it back when the game first came out. It unzips into content for three of the game's folders. The executable I couldn't get working last night was off of Gamespot (I was taking a shortcut and trying to completely patch the game online). I have UT 2004, by the way.

It's been interesting/frustrating thus far dealing with the compatibility issues of Win 7 with some older games. The old Sierra Half-Life series installed and ran painlessly (just couldn't install them in the x86 folder)... the first three Splinter Cell games all had to be installed and run as Administrator; Pandora Tomorrow was the worst of the three... and this was strange, because they all look like Unreal engine games, yet all of the older UTs set up fine (not counting the brightskins problem above)... the first IL-2 Sturmovik just gives back a blank stare when you launch setup; I'm going to try the 1946 version instead. Most of them overall are installing and running okay, though.
