Hello,

I realize this is an off the wall topic, but any help or insight you can provide would be helpful.

I am writing a comparative essay on the United States and the USSR, specifically governmental policies and practices, for my government AP class. I was reading through the Soviet Constitutition of 1936 (chap 3, article 34) and learned that the branch of legislative assembly known as "Soviet of the Union" (equivalent to the House I assume) is voted on by electoral blocks of 300,000 people. The constitution makes no mention however, of how these blocks can be divided. Are these blocks independent of the soviet states, ie can a block state lines, or is similar to the US congressional district system where congressional districts do not cross state lines?
