USR PCI Fax Modem Does Not Release Line on Inbound Calls

I have a USR PCI Fax Modem and when it gets an incoming hangup call on the fax line, it usually does not release the line. Is this a hardware failure or might there be some string I can enter to encourage this thing to release the line?
