USR Modems/ same modems different connect times

Ok everyone explain this.

I have two newly built computers, Abit Kt7a Raid, 512 Mb, one with a 1.0 AMD AXIA and one with the NEW 1.33 AHJ Chip, The AXIA is overclock to 1.2, the 1.33 is still breaking in.

I have the two USR Modems 3cp5699a win fax modem v.90. The modem in the 1.0 gig logs on stable at 44000bps, THe modem in the 1.33 bearly logs on at 37000 bps, I switch modems in to the different machines, both modems react the same, barely logging in at 37000bps. both have the latest software updates from USR. Is there something I'm missing here, maybe a tweak or something.
