I got an email from USPS on monday the 18th that they received notice of the shipment. The seller confirmed with me that he shipped it out early the next day (19th). I've been checking periodically and the damn thing still says 'Shipping info received'.

I remember a few times before where I would get the package and 2 or 3 days later it would then show 'Delivered'.

That's because it's not tracking like UPS / FedEx do, it's called "Delivery Confirmation", so therefore you only see an update when it's delivered.

Ok my mistake. The email I received said that if I wanted to track the package to click on the link. I assume this was tracking similar to UPS/Fedex.

Thats because he created a label
new policy is that you don't scan for acceptance

For me sometimes the updates are only when it is delivered...
usually when it reached the delivery truck faclility it updates then delivery

Yep, anyone who creates their own label doesn't show up on their website until it gets delivered... however I know when you bring it to the post office and buy delivery confirmation they do scan it for acceptance.
