I sent a package Priority with tracking/confirmation. The guy wasn't there so the website said this,

<< We attempted to deliver your item at 2:29 pm on February 12 in *************** and a notice was left. It can be redelivered or picked up at the post office. If the item is unclaimed, it will be returned to the sender. >>

Is the PO going to re-deliver or the guy has to pick it up?

USPS usually tries to deliver it a couple of times. If they are unable to, the item will be left at the post office with a note on the person's door or in their mailbox. Although they have never not left the item at my door. Did you request a signature to confirm delivery?

No it doesn't have to be signed for with USPS Delivery Confirmation. If you specifically request signature confirmation it does, but that's different than plain-old delivery confirmation, where the postman simply scans the barcode when it's left at your mailbox.
