USPS Insurance Claim

Well I sent a stripped LCD panel over USPS priorty mail and apperently arrived thier scratched. I insured it for 115 bucks. Now do I claim this insurance or does the person who recieved it claim it?
 
Bring the claim ticket to the post office, but prepare for the worst. I'm pretty sure FedEx and UPS refuse to honor claims on flat panel screens; I'm not sure about USPS.

I work for USPS (Customer Support Center). Take in your claim, evidence of damage (including all the packaging...I know, gonna be a pain to get) and proof of worth (purchase receipt, credit statements, even a catalog with the item priced in it)...
