Using User CALs As Device CALs on Server 2003

I bought a 10 CAL Windows Server 2003 package and they sent a 5 CAL Windows Server 2003 plus a 5 CAL for Users pack. I wanted the Windows Server 2003 machine to be in Per Server mode and have a Device license for each client computer. Can I use that 5 CAL for Users pack to add to the Device licenses, or does it have to be used as a User license? Thanks.
 
I believe MS will allow you to flip CALs one time (device --> User or User ---> device).

Once they flip, they stay flipped.
