Using TV as a second monitor

I have a Sony WEGA 27" TV, and I'm trying to use it as a second monitor. When I hook it up, and enable second monitor, the tv shows the desktop wallpaper, but it's B&W, and just keeps scrolling endlessly. I checked, and the fequency in Windows was set to 60Hz...the TV itself says 180Hz

Could that be causing the problem?
 
One should be a Vertical Refresh Rate on should be Horizontal. Not sure if that is the case there.

Additionally that happens at my school too. Im not sure why, but seems like a poor quality TV-OUT or Video Card. What are you using?
