Can you do this on current lcd monitors as a work around if you don't have a lcd monitor that has dual monitor ports ?

You mean can you have something plugged into each input? Yes, most monitors will have a menu option to switch between the two inputs, though it may be possible to find a monitor that will always default to one with no option to switch.

Yes. Is it ok to switch from VGA to DVI when the lcd monitor is on ?

Most likely. I've had my 20" BenQ set up that way. I've used it that way to setup another computer without having another monitor. It worked just fine.

Edit: I did have minor trouble when one computer would send a monitor off signal because it hadn't been used in a while. When that happened, I'd just hit the input switch and it would come right back.
