Using the data cable for the Nokia 8290

I ordered the serial cable for the 8290 and it came in today, but I can't figure out how to get it to work. I took off the battery, connected the cable, and ran the other end to the serial port. I can't turn the phone on, don't know if that's normal. But when i tried to load up LogoManager, it said that it couldn't find my phone....anyone know how to work this thing?
