Using Proxies / Hiding IPs

hey guys .. the entire networking science is a bit of a rocket science for me.. can anyone on the forum assist ...

I want to hide my IP address .. and essentially blocking all forms of tracking-abilities when I am on the web. What are some of the good solutions out there?

A VPN works better. The U.S server won't work here since Anandtech has blacklisted the IP address due to spammers. That VPN will change the password around once a week so you must go to the web page and get the new password.

TOR is something else to consider, but TOR is blocked here too due to spammers.
