It depends entirely on how they have Exchange setup.

If they have RPC over HTTP setup than you could get in with Outlook (no VPN required), if they have a VPN you may be able to use that, or if those arent options they may make it accessible via POP3.

Contact your universities IT department for the specifics.

Exchange is normally based upon performing a synchronization between the Exchange Server and the client's device.

The standard ways of maintaining synchronization include:

Outlook using a local network connection.
Outlook using a VPN connection to a remote network.
Outlook using a web-based RPC over HTTPS connection.
Outlook Web Access using web-based HTTP or HTTPS connection.

When used with Exchange, Outlook 2003 is mostly designed to work in Cached Exchange Mode, which allows you to work offline until you get a connection with the Server. At that time, all your data is automatically synchronized with your Exchange Mailbox.

Outlook Web Access isn't designed to export its emails to another program.
