using GNU tools to package installer

I have a C program, let's say helloworld.c . I would like to use GNU tools to make a package and the program must be installed using /.configure prefix=$HOME/apps
i tried autoconf and automake and other tools but it's just not working for me. Could someone please explain the steps i need to take. I use redhat
