It's dependent upon your provider. You need to have an internet plan as well as a plan that allows tethering (obviously costs extra). Call your mobile provider and inquire
It's very simple to do (Though it sounds like there are a few extra steps for GSM carriers). I have this set up on both my laptops as backup net connections.
Heavily depends on signal strength and carrier. With AT&T's 3G, if I don't have full (and I mean FULL) signal, the speed drops off drastically with each "bar" lost to an almost unusable level at 2-3 bars but with all 5 bars, the speed is probably close to a very low end DSL or Cable broadband.
