using another shell in Windows NT

in 9x & Me, you could launch only the program(s) you wanted by hacking the system.ini file & doing something like "shell=your program.exe" this would prevent explorer from launching & lock a PC down to only run a handful of apps. but the "shell=" trick doesn't work under NT. how would i do this? i checked the MS knowledge base & couldn't find anything. anybody have any ideas?
