Using an Oven to heat a small apartment

The people owning the apartment I live in haven't turned on the heat yet and I haven't bothered to call because I'm busy during normal hours and it is not that cold in the moring but is using the oven for heat. The oven is eletric so there is no risk of gases.
 
It will work.

If you get a fan to circulate the air, it will be much more efficient.

By nuclear, hydroelectric, or coal/natural gas fired power plants, wind turbines, etc.

I guess it is, but it's not something that gets "used up" like say, trees or landmass.
