Well, in context is good advice about general awareness, under any situation.

Working at 2 Universities over the last several years and getting the weekly crime reports about muggings, it's always the same advice: Maintain awareness about what is going on around you. Oftentimes, it is some student getting mugged while they are texting or chatting on the phone, not paying attention. Or they just walk into the path of a car or fall in a stream.

Of course you can do both; but I rarely see any interest in the living world among the small screen generation.

First, it's COULD HAVE, not could of, which makes absolutely no sense.

Second, no, the CCTV cameras are not to stop crime, only to ID the perpetrators of a crime for arrest/prosecution afterwards. They were never put in place to stop anything, despite what is portrayed by the govt., because they can't stop anything.

well maybe they should install laser beams or small rockets on those things so that the housewives that sometimes monitor the CCTV cameras can make appropriate calls at the moment of a potential crime

Yup, thats the message the establishment wants to propagate. Fear. People make bad decisions when they are afraid, and they aren't known for making good decisions to begin with.
