Using a modem for telephone calls

So here is what I would like to do. I have a telephone, and a telephone headset, I also have a set of earphones with a mic on them. I would like to be able to take and make phone calls with my computer though the modem.

This is at work. So far, I've played with windows dialer to no avail. I can hear it dial out, but it doesn't go out. It doesn't pipe the voice from incoming calls either.

Currently I have the modem hooked directly up to the handset.
