Using a bluetooth device on PC

I purchased Microsoft Optical Desktop Elite for Bluetooth (keyboard & mouse). However I cannot get windows xp or Vista to install the proper drivers. I've used the CD that came with it and even downloaded the latest software off the microsoft website. It keeps referring me to the bluetooth in my control panel or device manager but I have none!! Any idea on how to enable bluetooth??

I have this keyboard and mouse combo and I just plugged in the bluetooth adapter and selected the drivers manually from the folder on the CD and it worked. But, initially I did have issues with the installation wizard finding the drivers.
