how do you make it so each user has different icons on the desktop.

ie. userA deletes a shortcut, it also disappears on userB

is there any way to stop this, so they are completely separate?

Under Document And Settings folder, each user has their own Desktop Folder. Just add whatever icons you want individual users to have into the corresponding desktop folder.

the reason it would have dissapeard is because it would have been in
x:/documents and settings/all users/desktop (which is for everyone)
if they create something on one of their desktops it will go into
x:/documents and settings/userx/desktop
and will only appear for that one person
if you wanted something to appear for everyone you could just put it in the "all users" folder (same for the start menu as well)
