Used PC problem

I bought a used PC from this guy. When I set it up just now (rather, just turned it on) the screen gets distorted when the PC is working. When it idles, the distortion goes away.

everything on the screen starts to shake just a little bit as if there is some kind of interference.

It uses Intel extremecrap graphics.

I fixed it thanks to some advice on the Video forum.

changed refresh from 75hz to 60hz = epic win.

I have no idea what that's about though. I use an LCD so I don't notice a difference.

it's still there, but very very vague to the point where I don't really notice.
