used norton save and restore to ghost one drive to another

i used norton save and restore to copy 1 HD to another HD. i checked the box to set the drive active so it can boot but all the new hard drive does is give me a blinking cursor. bios shows the drive there and i can boot into ibm's rescue and recovery thing but it won't boot into windows.

any thoughts?
 
I think it has something to do with the MBR record on the old drive to new drive.

Thats why Ghost or Acronis is always the best way to image one to another
 
this is ghost, just newer version. norton changed the name. so when it asks me to copy the old MBR should i check it or no?
