Has a chip ever shorted out a board?

If you got your money back, I wouldn't worry too much, in as far as it shouldn't damage anything.
I had a similar CPU a few years ago, (presented as new but was not) and it did have a bad memory controller, so all of my RAM was not recognized (yes it was less than 4GB)
