I would say the opposite. Depending on the specific location in OR, WA there may have been more rain than many other places, but there also is typically less exposure to salt, which is a far more significant contributor to rust.
KMc is dead on, we don't use salt on our roads so rust is nearly a non-issue. Yes it rains west of the Cascades but even 20+ year old vehicles here don't have rust like you'd see in a salt state. I would know, I lived for a few years in PA - Both cars we purchased while living there ended up having MAJOR rust issues. I am forever glad to be rid of them.
