Use Read Buffer Fluctuation

When I'm burning an 8x capatible DVD @ 16x w/nec3520, it still burns @ 8x rate. Throughout the process, the use read buffer & dvd buffer would fluctuate. Is this a Comp problem, like is my HD (barracuda) too slow, or my processor too slow to keep up with 16x burning? I remember i can burn a 24x CD @ 48x with no problems. TIA
