Use a phone with a hotspot plan?

I use an AT&T hotspot plan when traveling to get internet. Buying a 5g hotspot for AT&T costs a lot ($500). I was wondering if a phone could be used with a hotspot plan? A 5g at&t prepaid phone is less than $200. Could I just stick my hotspot sim into one and will it work?
