USB2 ports switching to the wrong speed

I have an Intel D975XBX board with a Core2 Duo 6600. I'm running XP Pro SP3 with all updates applied. The system used to have a slightly annoying problem whereas my card reader, connected to one of the spare USB headers on the motherboard, would suddenly switch to low-speed upon inserting a card and stay that way til I rebooted. That was tolerable. However, lately it seems that when I bring my system out of hibernation, there's about a 50% chance that it will decide that the port that my USB HDTV tuner is connected to is low-speed, which completely disables the tuner til I reboot. I should point out here that I'm not physically changing which ports any of my USB devices are plugged into, everything stays plugged in all the time. Does anyone know what could be causing this? I googled for information but the only thing I could find concerning USB speed issues pertained to earlier versions of XP. I updated the chipset drivers but it didn't help. The only thing I haven't tried is updating the BIOS, but I looked through the release notes and I don't see anything pertaining to USB speed issues.

Do you have any other USB device (especially not powered) in adjacent USB port? If so, try moving the other device to other empty port. If no USB port is available, try to mate the TV tuner with a powered USB device or a device that requires very little power (e.g. keyboard). As you can guess, the goal here is to give the most power/bandwidth possible to the tuner.

This may or may not help but it's pretty harmless, so give it a try.

All my USB ports are occupied, but the tuner is the only thing that draws power from the bus.

I'm going to try updating the BIOS soon. The final straw was last night when one of my printers wouldn't work. A look at Device Manager revealed that the system thought that the driver was already in use on the port connected to my other printer. I NEVER had that happen before!

I did eventually update the BIOS, and for a while the USB ports behaved themselves. But today I brought it out of hibernation and I found that it thought my tuner was on a low-speed port again. Anybody have any other ideas?
