USB will not function as USB 2.0

My basic problem is that my USB hub will not perform at USB 2.0 speeds, only the slower USB 1.1. In my device manager, there are two USB controllers, one standard, one enhanced. However, under the enhanced tab, the USB 2.0 Root Hub Device is disabled, and whenever I plug anything, it tells me that it would work faster if I enabled 2.0. If I go ahead and enable the Root Hub Device, my USB mouse works fine, but my Ipod does not get recognized, and I have a USB Wifi antenna that also will not work. My system is an older Shuttle SN45G with their NForce2 Ultra 400 motherboard. Thanks.
 
You need to make sure you have all the OS updates for USB2 and maybe a mobo driver update as well. Then you have to make sure your cables are up to the task. High speed requires shielded, USB 2 rated cables. Internal cables from mobo to front panel sockets need to be shielded too if for use as USB 2.

I read once about a scenario when a USB 1.1 mouse dragged all the USB 2.0 ports back to 1.1 spec when it was plugged in. Try with a PS2 mouse?

Very true. It is possible that any USB 1.1 device in the chain will slow the entire chain down to 1.1.
