Is there such a thing called USB 2.0 Cable ?
I mean electronically wise is there a difference ?
For Example I know CAT5 and CAT5e has a difference so does some thing applies to USB cables ?
Nothing worth woirrying about as far as compatibility goes. I've never seen clips on USB cables, only on SATA cables. (By the way SATAI and II cables are the same as well, but the SATAIIs do have clips sometimes.)
Cause I have MP160 AIO
When ever I turn it on OS (XP SP3) System Tray Bubule comes up and say this The USB Composite Device is a Hi-Speed USB device and will function at reduced speed when plugged into NON Hi-Speed Port.
I have Tried to plug into KNOWN USB 2.0 (Verify with WEB Cam and Camara, and GPS)

What motherboard is that? I assume it's fairly new since it uses the Intel ICH9 chipset.
Is it set to HI-SPEED in the BIOS?
The cable isn't the problem, I can tell you that much.

There have been USB updates for XP and for many chipsets (comes from Intel in your case). Make sure you have applied the USB updates for both XP and your chipset drivers (if any).
