USB TV Tuners for laptops - need advice

So I'm looking to buy a USB TV Tuner for my laptop, but I don't know jack about these things so I'd figure I'd ask everyone.

There's 2 models I've been referred to.

DVico Fusion HDTV5 USB

and the Hauppauge WinTV PVR USB

I'm leaning more to the Fusion HDTV5 because it seems like it can decode HDTV , but when I emailed digitalconnections(the site selling it) they said that you can only receive hdtv from "Over the Air" antennas or unencrypted QAM...

Now I have no idea what that means in plain english. What I do have is basic cable from my local cable provider, and i know that some of the shows on some channels like ABC, NBC show in HDTV now and I want to be able to watch it in that format using the Fusion tuner.
