USB Tuner stick functionality

I've been thinking about putting together a HTPC soon, but since my budget is a bit limited right now I just thought I could suffice by using my laptop + a USB tuner or expresscard tuner instead, until I can build a better HTPC in a few months (I start a pretty kickass job Jan 1)

How do these tuners compare in functionality to their dedicated brethren? Are there any key features I'd be missing? I'll mostly be using it to capture/record the over the air HD channels in my area, but I might sign up for HD service too, I haven't decided on that yet.

I'll be running the HDMI out to my receiver then video HDMI from receiver -> TV


Also I have a question relating to upscaling. My laptop (m1530, 8600gt, T8300) is fairly beefy, so am I correct in assuming it will function as an upscaling DVD player when I use it to play standard DVD? I'll probably be buying a BD drive to put in my desktop for BD playback that will later be put in my HTPC when I do get that built

Any comments/ideas? Or recommendations for a USB/expresscard/external tuner?
