Can I use a transfer cable to load software from my desktop to my portable? Or should I be looking for an external DVD drive?

^ Yes a USB transfer cable just creates a type of network connection, so if your portable already had a network connection you could just use that instead (if capable of what you want to do), though depending on what your portable is, will determine whether it has a built in driver or there is a compatible one available.

Since it seems both have USB, I'd probably opt for a USB flash thumbdrive instead since that doesn't use consumables (DVDs) or require any cable between the two (or of course wifi networking is even more convenient if supported, albeit slower).

Use a network cable; it'll be faster, and network cables cost less than a sandwich.
