USB to serial port converter: does this mean that if a I have a USB hub(say 4 ports), I can connect 4 serial peripherals devices to it (using 4 converters), and the computer will be able to separately identify each of them.

Yes (theoritically) as it most likely would depend on the device and the adapters are expensive.
