USB sound card (mic jack) detected, yet no sound from speakers?

Anyone use "line in" to play external sound like from a cell phone or a musical instrument?

I need to record/play something coming from a "line in" 1/8" (3.5mm) cable.

My PC's "line in" jack is broken (sound card on MB)
This is why I bought a USB "line in" jack.

Win7. Using a USB sound card jack for a "line in" jack to record sound.

In control panel, I see the jack detected, and it's got the animated green "EQ" bars to show there is sound coming into the jack (connected my phone audio out via 3.5mm 1/8" cable).

Yet there is no sound coming from the speakers.
When I plug same device into Dell mic jack, sound comes from speakers.

Is this new USB sound card / mic jack somehow not "connected" to my speakers?

Yes!

Control Panel -> Sound
"Recording" tab
Click USB mic (With animated green bars indicating live input signal)
Properties
"Listen" tab
Checkbox "Listen to this device"

The key was to pick the correct speakers to play back through.
(Not "Default playback device")
