USB scanner delay in XP

I have a Canon USB scanner and for some reason it takes almost a minute to activate, being that it has no power supply of its own and runs on my PC. And if I try to do anything, open any windows, etc. beforehand it just locks until the scanner comes to life. Is this normal; if not what can I do? My OS is XP.
 
Im using a Canon scanner in my XP box..model 670u I believe is the model.
Ive no delay as far as I can tell using it.
I hear it power up/get ready when the OS comes to the select profile to log on with page
